最近看到某国外项目的文件，对其中的一句话不是很理解“Hydrocarbon gaseous releases to atmosphere at safe location to be provided with a steam ring to disperse the released vapour in the atmosphere.”这里面提及的steam ring形成原因及老外给的解释怎么理解呢？
原文如下：
“Bidder / Licensor to ensure that all hydrocarbon and other hazardous releases are directed to closed systems (Flare, CBD, ABD, Sour Water Closed Drain, etc.). In case some releases cannot be directed to close systems, they should be released at safe location. Hydrocarbon gaseous releases to atmosphere at safe location to be provided with a steam ring to disperse the released vapour in the atmosphere.”
