Start lmtools.exe and under Start/Stop/Reread tab press ReRead / Stop / Start Server buttons
  Open Server Status tab and press Perform Status Enquiry button. If everything is ok you will see lots of lines saying "Total of 999 license issued..."
  Restart windows if get error
